Operational Risk Management Application

An Official US Navy mobile application, developed by the Navy PMW 240 Program.

The Operational Risk Management application, commonly referred to as the ORM app, provides users with access to three risk management courses created by the Naval Education and Training Command and the Naval Safety Center. These courses educate users on methods to prevent and minimize different types of risks encountered during Navy tasks, missions, and operations, as well as in personal activities.

The inability to consistently handle risk is a prevalent cause of task degradation and mission failures. Operational Risk Management training aims to mitigate or eliminate risks by systematically identifying hazards and establishing effective strategies to evaluate and manage associated risks. The overarching goal of the Navy is to cultivate an environment where both military and civilian personnel are adept and motivated to manage risks comprehensively in all aspects of their duties, whether on or off duty, in times of peace or conflict.

The ORM application encompasses the following training courses:

• Individual Managing Your Risk (CIN - CPPD CPPD-ORM-MYR-1.0): Mandatory triennial completion requisite for all Department of the Navy (DoN) Personnel.
• Supervisor Managing Your Team's Risk (CIN - CPPD-ORM-MYTR-1.0): Mandatory for personnel assuming supervisory roles upon initial assignment and every 24 months during command assignments.
• GMT Time Critical Risk Management (CIN- CPPD CPPD-GMT-ORMTC-1.0): Focuses on applying ORM at the outset or during execution of a mission or task at critical moments. An alternative avenue for Commands to fulfill annual training obligations.

Upcoming versions of the ORM app will incorporate Manager Directing Your Command's Risk Management (CIN- CPPD CPPD-ORM-DYCRM-1.0) and Assisting Leading Risk Management Integration (CIN- CPPD-ORM-LRMI-1.0).

In conjunction with these training modules, the ORM application features Videos, Guidance and Policy directives, Awareness Presentations, ORM forms and Risk-related Materials, information on the DoD HFACS (Human Factors Analysis and Classification System), Lessons Learned, and complementary tools and resources.

Navy personnel bear the responsibility of managing risks in all operations, while Navy leaders across hierarchies are obligated to ensure the availability of proper procedures and necessary resources for their personnel to carry out assigned tasks. The ORM app empowers Navy personnel at all echelons to fortify their risk management acumen while fulfilling essential training requirements.

Course Completion Verification

• App usage enables DoN personnel to fulfill their annual mandatory training. Upon completion, end-of-course confirmations can be emailed to the Navy Training Management and Planning System (NTMPS) for inclusion in the Electronic Training Jacket (ETJ).
• Users are advised to retain course Completion Certificate emails in their mobile phone Sent Items folder until successful registration is validated in their ETJ or Fleet Training Management Planning System (FLTMPS).
• In cases where completion records are not reflected in ETJ or FLTMPS after 72 hours, users have the option to forward a copy of the email to their supervisor or FLTMPS Coordinator/Training POC for verification. If required, the FLTMPS Coordinator can manually log course completions via the FLTMPS Learning Event Completion Form.
